I went in on a three month visa and ended up staying for seven months, just went to the immigration office and paid whatever they "deemed" and appropriate amount when my visa ran out, and they gave me another one for a shorter amount of time so would have to go back again and pay and so on!
I am now married to a Filipino and as far as I know if I wanted to pay to be a permenent residents I could now!

Depending on your age and retirement income you might want to check into the SRRV. it is a visa available from the Philippine government for retiree wanting to move to the Philippines.
