    No. It is what it is. A 3.65.

    Assuming that 3.65 isn't already rounded up, then you could say it was a 3.7 if you were including it on something (for instance, a form) that has only one place after the decimal since you are being forced to round (and any number ending in five or higher gets rounded up according to generally accepted rules). If you're just wanting to put it on your resume, it would be more ethical to list it as 3.65 since that is how your school gave it to you.

    No. Almost always, I've seen GPAs represented with 2 decimal places, which means they wouldn't round up to 7. It would stay 3.65 on official transcripts.
