Blank buttons and missing parts-what software component(s) could be missing & can this be fixed ?

Parts of some of my software programs are just missing!Two examples: in my card creating software, all of the interactive banners/buttons that you click on to use the different parts of the program are there but there is no writing on the buttons, they are all blank & aren't clickable so the program can't be used and Windows Task Mananger is also missing parts; the taskmanager window will come up when I use ctl+alt+delete and I can use the end process button but the entire top part of the window is just gone, the tabs to the other parts of taskmanager are gone including the close button and I can't close the taskmanager window, not even from the taskbar. I recently uninstalled several programs & am assuming there were some shared things that must have been uninstalled. I do usually choose to not uninstall shared things when asked during the uninstall process.Does anyone know how this happens & if there is any fix, short of reinstalling all of the programs with missing parts?

Update:

Yes I always do my virus and spyware maintenance regularly! I'm pretty sure this is a result of uninstalling something else, probably a Nancy Drew game or a Corel paint program.

    As far as the Task manager goes if you double click the top border of the task manager the tabs and menu's should reappear. As far as the software appareantly some of the files have become corrupt or have been removed. If you have the original installation source (e.g. CD or downloaded installer) I would reccomend going to add/remove programs and uninstalling the software and try to reinstall it again or if offered durring the uninstall process do a repair. However I would strongly reccomend doing a fresh install and not the repair for best results. I know you really don't want to spend the time to reinstall all the apps but the only alternative would be to try system restore and restore you computer to a date when everything worked..
