All countries has it. Above all countries with international tourism with rich tourist have it.

In Lebanon, one of the main problems are the saudis....they have a repressive state there, and go to Lebanon to do what they cant do in their country.

Unfortunately yes this is true but not only rich Saudis but as rich people as a whole. But I mean prostitution is not illegal but it is wrong. Many others countries does it too, for e.g. Dubai is ranked to have more prostitution problem than any Arab country in the Middle East and check out some videos in youtube.com

I really think that the government in Lebanon has much bigger fish to fry these days. you can interpret " way down our priority list" as " turning a blind eye".
