Does anyone know when the next Rammstein album will be coming out and if they plan on touring in the US?

No and no. They really haven't done any support (least of all here in the states) for their last album.
Sign up for their news letter and as soon as new tour dates become available they will let you know.

last major news on them was that their taking a break. This was released last year, after Volkerball. Their last album was Volkerball [Live] but their studio album Roserot was released before that
