Be his friend and help him when he's down. When you think the time is right tell him how you feel and ask if he'd be interested in a relationship with you.

Stay calm, chill, smell the flowers, and act normal around him. It is important for a guy to like you for who you are. Also, acting too nervous can ruin the experience for you.
