Is there a program that can trace a person's IP and give me their actual home address?

No.
You could be traced to a suburb / town. Some ISP's do designate by area codes, but unless the person scanning you is affiliated with the government, there is no chance in hell they can get your home address from your IP.

The only circumstance that lets you get an 'actual' address is if it happens to be the IP address of a company and their domain is registered... you don't need a program to do this, you use the domain registration information (which is public information). So for instance if the IP adress belongs to 'widgets.com' you can tell the registered address of 'widgets.com' ownership.
For individual surfers, no there is no way to find this unless you're a law enforcement guy. The ISP that allocates the addresses to their users keeps a record of which address is allocated to which user at any time so they can provide the information tying IP to street address. But you need to be a cop or FBI or MI5 or KGB or similar to get this.

nope....sorry....tcp/ip don't work that way.
tcp/ip is built for sharing , not security.
