The answer would have to be the Denver Broncos. They have made some good moves to fix some problem areas from last year. First, they signed Travis Henry from Tenn at RB. If he can gain 1,200 yards there, he should have no problem at Denver. They have added TE Daniel Graham from NE to help with blocking and pass catching. A trade with Det got them CB Dre Bly. Bly along with Champ Bailey and John Lynch make one hell of a secondary.
The D-Line was a problem last year. The Broncos addressed that problem in the draft by grabbing DE Jarvis Moss and Tim Crowder along with DT Marcus Stroud. They should add depth and excitement to the defense.
The big question mark is Jay Cutler. If Cutler can continue to make progress, this team will make the playoffs. If not, they may finish around .500 and out of the playoffs.

Easy, the Denver Broncos. Jay Cutler will be in his second year. He'll understand the system alot better, he won't make as many mistakes. Benching Plummer maybe wasn't smart, but it'll be better in the long run. Signing Travis Henry to a running back rich system was tremendous help. IF he doesn't start the year off, he'll be good as a change of pace, or a goaline back. As the others are a tad undersized. Think Brandon Jacobs of the New York Giants. Dre Bly will compliment what may be the best shut down corner in the NFL.
They did extremely well in the draft. Drafting two defensive lineman was smart. If one part of that defense lacked last year, was the defensive line. They need sacks from the ends. The loss of Al Wilson will be a huge loss to the middle of linebacker core. I think Denver will be back in the playoffs next year, probably finishing second to the San Diego Chargers.
The AFC West is one of the more prominent divisions in football. It doesn't really help that the Raiders are in with them, but the other three are pretty good.

first off, the Browns drafting Quinn won't change anything. Quinn's a little system QB pretty boy from Notre Dame that every one absolutely loves because he's "omgzhawtttttt." Shut up about Quinn, the guy hasn't even stepped on an NFL feild yet.
The Niners have the best chance to get it done.
But, I'll give you a better answer as to what teams won't make the play offs and why.
Bills - JP Losman sucks, always will. Too arrogant.
Browns - Quinn isn't going to change a franchise in one year.
Cardinals - Stop believing the hype, I'll believe a winning record when I see a winning record.
Texans - Too young, not ready
Jags - Won't do it until they get a real and WR
Vikings - Offensive joke
Falcons - wake me up when Michael Vick actually plays his position
Chiefs - QB mess
Dolphins - Daunte who?
Titans - Madden curse strikes with fury
Giants - Eli isn't Peyton and never will be
Redskins - Clinton Portis can't stay healthy
Green Bay - Who is their running back?
Carolina - They need to play more than 3 quarters of football.

I think the Rams are the team to watch.
Their WR corps was nagged by injury last year, and, although they are not getting any younger, Isacc Bruce and Torry Holt definitely have some game left. They also picked up Drew Bennett from Tennessee.
Let's not forget Dante Hall from the Chiefs, kick returner specialist.
Of course Adam Carriker is the golden nugget from the draft at defensive end, he will help immensely.
With healthy WR, Bulger is deadly, and with Steven Jackson running the ball, the potential is there.
And with teams in the NFC making the playoffs with 8-8 records, the Rams are definitely poised to make it in 2007.

Well it's DEFINITELY NOT the Raiders.
Its the 49ers. They cut some dead weight like Sammy Davis and Antonio Bryant and drafted positions where they need it most for the future. Two 1st round picks and solid 3rd and 4ths.
Their young stars like Alex Smith, Frank Gore, Vernon Davis, Manny Lawson and Kwame Harris showed much improvement throughout the season last year.
Adding veterans Ashley Lelie and Darrell Jackson to the core veterans like Bryant Young, Larry Allen and Jeff Ulbrich, makes the team a good mix of young and old.
They play in one of the worst divisions and have a rather soft schedule.

I feel the team that will make the playoffs that didn't last year will be the Bengals. Carson Palmer, Rudi J., Chad Johnson, and an improving defense will boost them into the playoffs. Palmer will be an MVP candidate, and will have a great year. Complimented with a solid running game they'll be a very difficult out. Unfortunately they must keep there players out of jail to have a legitimate chance at it though. In all seriousness, Marvin Lewis will become the coach we all expected!

If Carolina doesn't make it this year I'm gonna cut my arm off. They had all the pieces in place last year but they just didn't finish games. Now they have a new Offensive coordinator and a legit back-up QB, plus they had a really good draft. I think they should definitely contend for the NFC South and year and maybe make it back to the Super Bowl.

49ers...hands down, made key free agent signings and had the best draft of any team in the NFL. The West is a tough division, any of the teams could win it.

The Browns wont make it, the Lions wont make it. The 49ers barely missed out and signed some key defensive guys and drafted a good defensive guy. They have the best chance to make the playoffs.

denver broncos
with the signing of the dre bly and travis henry they will be more lethal on both sides of the ball. also, they would have made the playoffs last year if they kept plummer at qb. the rookies they signed might have an impact because they have the potential and they drafted for their needs.
i think it's all on cutler whether or not they will have a successful year.
