How do I set up my tabbed browsing in IE7 so each link opens in a new tab using xp?

I had this on mine before I reformatted but can't remember how I did it

Update:

I've already enabled the tabbed browsing but it only works if I right click and hold ctrl at the same time

    1st go to control panel

    2nd go to Internet options

    3rd beside the section that says Tabs there is a button that says settings click on it.

    4th at the top of the window that says TABBED BROWSING SETTINGS click the box that says Enable Tabbed Browsing (requires restarting Internet explorer) then the next time you open up Internet explorer it should have the tabs.
