    Yes and No.

Although a concious effort is being made by the CM of the very state the city is a part of to bring in investment and a more capitalistic outlook, the demons from the past - namely the retarded communistic ideology that dominates thinking there is proving to be a difficult hurdle.

Kolkota is unable to compete with the likes of Mumbai and Bangalore as these two cities suck up most of the investment. The poor infrastructure and the "strike at the drop of a hat" attitude is keeping investment away from the city.

Additionally, a strong sense of destructive linguistic chuvanism is harming growth.

Something drastic needs to be done to revive Kolkota.

There are efforts nodoubt, but these are too little and too late ...

Kolkata was definitely dying but now no longer; it is shining and getting revved up what with all the malls and all sorts of economic developments and flyovers! & Volvos and ac cabs. But then again it is alive only for those who can afford it!
