Under or over...Is there a correct way to put the toilet paper on the dispenser.?
Do you prefer to have the end of the toilet paper on top of the roll or on the bottom? Is there a rule of etiquette stating that one way or the other is correct? Does it matter?

Yes, believe it or not, there are rules.
If you have the toilet paper on a roller that DOES NOT MOVE, the paper should come over the top. Most paper with a design on it is made for this method.
If you have the toilet paper on a roller THAT SWINGS UP as you take off the paper, the paper should come off from the bottom. This way, when you pull on the paper, it lifts the roll away from the wall and the paper comes off easily. If you put the paper on so it comes over the top, you will have to use one hand to hold the roll away from the wall and the other hand to pull the paper off. Not an easy thing to do.
ALSO, if you have a cat that likes to play with the toilet paper, put the roll on so the paper comes off the bottom. When a cat claws on the roll, he will be winding it up instead of getting the paper off. You will save yourself a lot of money on toilet paper and the cat will not play with it very often.

Who even HAS toilet paper with a pattern?
Call me a pragmatist, but in this culture when everything is getting bigger, the correct way for me to place it is with the paper dispensed at the bottom. I really don't care about some rule if the roll won't roll because it's pulling back on itself over the top.
But that's in a free-rolling dispenser. Many public restrooms use gravity to their advantage and mount huge rolls in a dispenser that hugs the bottom of the roll. After the 20th rip just to get a few pieces out, you want to scream.
So at home, if it rolls a bit too much I just roll it back on, but I don't want to worry about whether I can actually GET to it, lol...
Function over form rules! Usually... :)

There actually is a correct way to do this according to etiquette. It should go over the top. The reason for this has something to do with the pattern being able to be seen in the correct viewpoint.
While etiquette dictates this, in today's world, I think if you have a personal preference for the opposite way, nobody is going to call the toilet paper police to have you brought up on bad TP etiquette charges.

I was taught that the end of the toilet paper should be on top of the roll. However, I think it's more important to have TP in the holder than to worry about which way it's fixed.

I agree with you, gripping the paper from the top is much more convenient. There's no right or wrong way to do it of course, I'm just used to getting it from the top. It does also make it easier to tear. Well, for me it does.

Over the top. I have actually had arguments about this but the correct way is for the paper to be on top.

It's just a matter of personal preference. I prefer mine over simply because it's easier to see the end of the paper.

Over because it's within easier reach, and the weight of the roll will prevent it from unrolling too far and making a mess.

Well, tens of thousands of hotels can't be wrong. They always have the paper coming off the top of the roll.
