Is there a tutorial or even a book I can buy which would show me exactly how to program cell phone games?
I have a lot of experience programming with C++, particularly the Allegro gaming library, and I have started to learn Java, but I can't find out how to make a program compatible with a cell phone or how to put the program onto a cell phone as a game once it is finished.

I haven't delved into this topic much myself, though it's definitely on my to-do list.
The first thing that popped into my head while reading your question... why not check out the trial version of Borland JBuilder Mobile Edition?
