mabye your software ( nero burning rom ) is not complete or it is trial version. or maybe it depends on your cd.
writing CDs and DVDs in slower speed is better because of these reasons:
1. high speed writing makes heat that may harm your driver or even your disk.
2. high speed writing needs more buffer and ram memory. so if it doesnt reach enough memory during the write your cd may not be useable.
think that you have a stone and a hammer with a doornail and you should type your name on the stone. you can do it better if you have 20 minutes with high speed or 1 hour with slow speed? which one is better?

There is a drop down menu before you burn the cd. You can change the speed in Writing Speed Menu in Nero

Before you press burn. there's a drop down menu that let's you select the burn speed.
Added Info: Then...most likely that's the only speed your drive supports...though...I don't know why it wouldn't support slower speeds
