I don't know that you can view their entire criminal record for free. Depending on what state you are looking in and if the person you are trying to find information on has had a felony charge you might be able to locate some information on their crimes and the time served. Some states do not have inmate lookups, some only have current inmates and some will give former inmates. Usually all you need to know is their name and approximate birthdate. Other than that you might have to pay for more detailed information.

Another option would be to try calling the local county jail to ask how you would find out if someone has a record. Since it is supposed to be public information they might be able to direct you.
