I have looked on Route 218 for a hour, and still haven't seen it.

you first need to obtain the national dex see all 150 pokemon in the game then go to route 218 and use ur poke radar to find him

Try seeing all 150 pokemon in sinnoh, and then head on down to the pal park and have one migrated from Fire Red, Leaf Green, or Emerald. or be rly, rly patient and keep looking with the radar.
