Graphics tablets are probably what you're talking about. They're an electronic pad that connects to a computer via a USB port and have a special pen that can write/move the cursor on the screen when you move it across the pad.
Wacom has the best tablets, I have a Wacom Intuos tablet and it's wonderful. The smallest size Intous costs around $200; the Graphire (they're cheapest model, which may be all you need for what you want it for) costs less though.
