Why doesn't XP see my external hard drive?

I purchased a used 40GB hard drive and a HD enclosure in order to make an external HD. When I hook it up (according to the manual) XP sees that it's been connected but then will not recognize it in explorer. To troubleshoot it I have tried putting it into my computer as a slave drive. I can see it Device Manager but the Disk Manager won't see it. Under the properties in Device Manger it says that the HD has no volume.

Any input will be greatly appreciated. I've got several hours in on this and I have run out of ideas.

Update:

How does one format a HD that XP cannot find?

Right click on My Computer icon on the desktop Select Manage. The Computer Management pop window opens up. Under Storage (left hand side), select Disk Management. You should see two bars (if it's HP,Compaq, etc then it'll also have a small system recovery partition: LEAVE THAT ALONE). The first one represents your C:\ Drive (Local Disk) Disc 0. The other (Disc 1) represents your external hard drive. Right click one the bar, and select Format. The rest, just click on the OK's and Yes's and you'll be fine. Good Luck!
