The Colossus of Rhodes, which was one of the seven wonders of the ancient world. It was supposed to intimidate would-be attackers.

She was referring to the Colossus of Rhodes, a statue that straddled the straits of Rhodes. It was one of the Seven Wonders of the Ancient World. The inscription on it read: To you, O Sun, the people of Dorian Rhodes set up this bronze statue reaching to Olympus when they had pacified the waves of war and crowned their city with the spoils taken from the enemy. Not only over the seas but also on land did they kindle the lovely torch of freedom.
Unlike the old Colossus that was raised as a tribute to war victories, the new Colossus, the Statue of Liberty, was raised to celebrate liberty and democratic ideals of the United States. The new Colossus stands in welcome of the world's "huddled masses, yearning to breathe free," while the old Colossus was there to show others the strength and glory of Rhodes. The new one says, come on in, the older one says "Watch out, we're strong."
