Canadian EI funding education?
I was told that in Canada (Ontario) you could go on EI and have them pay for your education. Is this true? If so, do you have to be laid off from a job in order to get EI? What is the procedure for doing this?
I would like to get funding to add an instructor rating onto my commercial pilots license.

You have to be on EI currently. Depending on where you live in Ontario, you may be eligible for skills development training if you have had an eligible EI claim in the last 36 months or been on maternity benefits in the last 5 years. Unfortunately the rules change all the time and they don't always tell you what they are.
In any case, you make an appointment and get sifted through a couple of local agencies before you finally get to talk to someone about training. If the training is a complete career change, they will not fund it. If they determine that you have the skills necessary to find employment they won't fund you. If you can convince them to fund you, you then have to attend a couple of mandatory seminars -- they don't tell you but if you are late or miss a session, they don't fund you. Their reasoning is this: if you can't be bothered to commit to attending a 1 or 2 week seminar you won't last at school.
Then you must research at least 3 schools, provide labour market information proving that there are jobs and that with the training you would be hired, interview people who are working in the field, find out from employers if the school you want to go to is recognized in the industry, etc.
Finally you put a package together and submit it to the agency along with a detailed budget and the amount of money you are prepared to spend on your education.
In 3-10 days you will receive a decision. Don't be surprised if they say no. If they do you are entitled to find out why your proposal was turned down and you can fix what they didn't like and re-submit.

In certain circumstances EI may pay for your education. However, you have to be unemployed and it will depend on your current skills and employability. If they agree to pay for your education, it will be for specific short term programs in areas where there is a shortage of trained employees.

America is no.25 in the world for schooling sad to say. Canada I believe is no.11 but don't quote me. There are countries out there that you would never dream of, but they are higher than the USA in schooling.
