How do you download with a ZIP file?

Everytime I try to download GIMP 2.2.13 It comes up with a ZIP file.I'm not very good at downloading so I need help.If anyone can help me please help.And I need to know if the administrator of the computer has to download everything.

Just download it and right-click on it and then click un-zip or somthing like that.
