The producers said that they originally imagined him as getting powers from eating the brains of their victims, but they decided that was silly. At this point the logical conclusion is that he removes the brain and studies it and then alters his own brain to match.

he absorbs it into his brain, remember he is a watch repair man, so seeing how things work is his passion and his ability, since the brain is the control of the abilities then absorbing the brains is how he gets his power.

He doesn't have to cut off their head to take their ability. Taking away someone's ability is his ability.

well he doesnt cut off their heads to get their powers. he takes their powers with his powers. He cuts their heads off so they 1 dont no that he took thier powers, and 2so they dont try and stop him from taking over the world.

i dont know, maybe its some magical thing i mean gosh its a tv show!
