Refugee children begging door to door...?
Recently a bunch of Somalians moved into apartments in our neighborhood, which is all good. BUT today they had their children going door to door, first asking for jobs but when I told them "No work" they just asked for money. I told them "no money" and sent them on their way.
The oldest kid was 8 or 9 and the youngest was toddling in diapers, no parents to be seen.
Who or what agency do I call to inform them of this? I know for a fact they get more help than anyone else from the government, and I am pissed they are begging me AT MY DOOR for money, at their young ages.
I wasn't asking for cultural advice... I am good on that. I am asking for the agency they work with so I can let them know so they can help the family before someone with less heart than me calls the cops on them. Okay?

You should start with the manager at your apartment complex and make them aware of what is occurring and you could also contact Child Protection Services and/or the desk sergeant or your local Police Dept. and file a complaint each and every time it occurs. They should send an officer out to talk the parents but in case they don't, get the name of the officer that takes the phone call and document everything in a notebook.

The problem relates to cultural differences. Yes absolutely is unacceptable for people to send their children to do this, however, in Somalia it is less so. Plus, if you've ever spent time in refugee camps, you'd realize that the laws of society don't apply for a while.
They should be working with a group there anyway, most refugees work directly with agencies. It will take a while to get acculturated. They may not have even seen a flush toilet before arriving in the US so these things take time.
Befriend the mother and help her out, that'll do a lot for both of you.
Edit: Well considered the post below me, you can never be too sure on this forum. I think a google search into agencies that work with refugees would suit you better than this forum.

you are right and I would be pissed also, the gov, gives those scum bags welfare and housing and they don't even need to work and then they send their children around begging from the citizens who are footing the bill for these scum, I spent 23 years in the Marine corps and was sent to every **** hole they could find to send me and have been wounded several times and very little use of my left leg and I have not missed a days work in over 8 years, and when I see our gov, supporting these scum bags it burns me up, they let our people starve and go thru the garbage to find food and then give our money to these, I see some old people who are eating dog food to survive while these people are buying the best steaks in the store, I some times feel I fought for the wrong side,
