Blogging???
I was thinking about starting my own Blog, but I'm a bit confused about how the hosting works. If I have Blog that gets relatively medium to high traffic, then is it wise to get a pay for host provider for my blog? I want to create my own blog, but I don't want to deal with down-times and slow page loads. I was thinking about going with blogger, also - any tips on the best blogging clients? I know html, I've got my hands wet with some css, and I know blogging is a journal like tool that you use to post articles, links, pics, ect. I was just wondering how well the free blogs work if you get high amounts of traffic. Do you need a host?????

Welcome to blogger world!
As a blogger (blogspot.com to be specific), i use blogspot as my host (it's free anyway). To determine either a host is good or bad, you need to consider content of your blog which also determine loading time for your blog.
Let's us examine the condition of your blog to determine loading time:
1) default/Blogger template + one shoutbox + 7 POSTS at landing page + 100 kbp/s internet speed = 23 seconds to load.
2) custom template (depending on how many pictures you put in) + one shoutbox + various pictures & on sidebar + 7 POSTS at landing page + 100 kbp/s internet speed = 60~70 seconds.
this is the real example of my blogging experience. At 100 kbp/s, you should really not waiting for long for your blog to load. Unless when i put too many big pictures (around 8-10 pics), usually it takes 2 minutes to fully loading the whole post.
As for blogger, they sometimes have downtime syndrome whereby you couldn't post your entry due to server maintenance. They'll mentioned it if the maintenace is ongoing.
About traffic, blogger could handle high traffic and i think it's much realiable than your own website hosting cause as far as i remember, my blog never down when i need it.
If you're interested with Blogger, please get your hand wet with XML cause new Blogger use Web 2.0 with XML as base. It's nice to have XML but my proficiency on XML not so well thus i stay with old template which use HTML (i'm an old blogger). Anyway, just a little reminder when using Blogger is:
Please back up your writing which you intend to post cause sometimes the server might lose it. After the writing had been posted, you could delete your backup. Just in case of jeopardy of Blogger servers.

If your blog is getting high traffic, go for google adsense to attract ads to your blog and get some money.
Blogger is good (though I don't have any blogs with high traffic).
