Your windows calendar already does that, just change your time zone. The difference beetween Atlanta, GA and New Delhi is 9hrs 30mins. At 10AM in Atlanta it is 7:30pm in India.

8:30 PM . India is 10 and a half hours ahead of Eastern Standard time. (5 and 1/3 ahead of Greenwich Mean time: written +5:30 GMT, while EST is 5 hours behind GMT: writen -5:00 GMT) India doesn't appear to ever have Daylight savings time. So if if it is 11:00 AM EDT it is 8:30 pm in India (9:30 ahead).

As for software, what exactly would you like the software to do? If you want to time in a time and get the equivalent elsewhere this page:

does that.
If you want your web page to display the user's local time you can do that with JavaScript. I can tell you how to do that if you want but I'd have to review my JavaScript books as I haven't done it in a while.
But maybe you want the software to do something else?
By the way, I found the site www.timeanddate.com by searching "time zones" in google. I am in no way associated with this site and their are probably many other sites that do the same. You can use an atlas to verify the sites accuracy but I have no reason to believe it has any mistakes (but you never know).

Try any of the listed websites. They all help convert times, plan meetings etc.
Not sure which country you are in for EST. India is 4.5 hours behind Australian EST so 10AM EST here is 5.30AM in India.

If you use Outlook, you can add a second time zone to your calender, so you can always see your time and another zone's time matched up. I use that for coordinating phone calls with our team in India.

if you have p.c you have the software . simply go on the clock there is the time zone conversion . go and try for changing time.
