Set up a system of equations:

If the width is 1/4 the length, then 4w=l

If the perimeter is 130, then 2w+2l=130

Substitute:

2w+2(4w)=130

10w=130

w=13

Plug that value into one of the equations, and you have the length.

P = 2w+2l

if w = (1/4)l, l = 4w

2w + 8w = 130
