Need Software that exports playlist songs to files at a designated folder?

I am looking for a programme that can transfer my files to a desired folder using a playlist. I do not mean burning since you cannot burn to your hard drive (or can you?). I have Winamp but it does not give me that option, only to burn straight to CD.
2.
Is there an option somewhere where I can burn mp3 files in my own order than alphabetically?

...and no, I don't want to drag and drop 350 files from 26 different folders!
