If a wife wins the lottery, does the husband automatically have rights to half of it? Or is it solely the person's who's name is on the ticket?

If you win the big one, And if you get paid in one lump sum then yes. It's both of yours.
But if you receive payments and your wife dies the state keeps the remains of the money. It can not be passed down to you or the kids.
Thats what most people don't know about the lottery.

I would guess that because the lottery is a form of an income, then the husband has something of some form of rights to half of it, but personally I wouldn't take it.

Reminds me of a story...
A man wins the lottery. He rushes home to tell his wife. Margaret... I just won the lottery! Pack your bags!
The wife says "Wonderful, were are we going!!"
Husband says " I don't care, just get the hell out!"
You'd probalby have to give up half... If you try to get away with all of it, I'm sure lawyers and lawsuits would get involved...The attorneys will end up with most of the winnings...

When married, it is all 50/50 according to the law.
Now...if the wife splits in the middle of the night with all the loot and goes to a tropical island never to be seen again...then it is not so much 50/50 and she gets away clean!
