How does one dress nice with a belly that sticks out more than the chest? I'm a woman of 38.?

If your stomach is sticking out more than your chest, I would suggest investing in padded bras to balance out your stomach. Also, go to the lingerie section of any major department store, and ask for an associate to help you select slimming undergarments. They will make the world of difference with everything you wear.
As far as apparel, I would suggest you purchase a-line and empire dresses. It will draw attention to your chest and not your bottom. For tops select those with ruching around your chest. For pants and jeans buy them wilth a slight flare at the bottom. Wear dark solid colors around your stomach and stick with prints and light colors at the top. I hope this helps.

There are these really nice tops called tunics that look similar to the tops that women from India wear that are flattering and mask the appearance of a belly. Also you can wear top that have more of a flare from the waist so you don't look pregnant as an empire waist would do. Also you can wear jackets that are tapered at the waist so it gives the illusion of a smaller waistline.

My mom had your problem, she had no chest and her belly looked like she was pregnant all the time. She wore a lot of button up shirts, the jean kind mostly. Also sweat shirts with no elastic on the bottom and some mens t-shirts hide your belly.

You have what is called an "apple" shape. There's a great book by Trinny & Suzanne from the UK's What Not to Wear. That'll have ideas.
Basically what I would suggest is try to bring attention to your face with pretty and obvious jewelry... Otherwise I don't know because I'm not your shape and haven't had to deal with it. But trust me there are answers out there!

i would suggest not wearing maternity clothing (even though it is so cute) but wear a simple top with structured jackets that give you a shape instead of using what you have. for warmer weather, camisoles and a structured blouse (leave open0 for use as a jacket. use clothing that will shape you. and see if you can find those body slimmer tank tops you wear under your clothes, they really help my mom.

Invest in some spanks they are like panty hose that go up to your chest. sucks everything in and you'll look a lot better in your clothes which will result in you feeling a lot better about your self.

Stand up straight and suck it in. That will help, believe it or not, the posture thing makes a difference.

my aunt wears this tight body suit looking thing under her dress. it matches with her skin and most un-noticable under any type of clothing.
