Why, when some ask questions, do they...?

... put loads of full stops between each sentance?  An example might be

Hello.... I have a question.... Why is it that....  when the question is written....... the period key..... is.......   so..... over.......   ...used...

You just end up sounding like Bill Shatner as Capt. Kirk.

i do that.. but thats just a thing where i live.. but i only use two dots and its not like its every other word or something like that.. its just something that people do.. why cant you just look at the positive about things that people do.. it has to be the bad things

Its meant to give the impression that its like an unfinished thought or statement. Like your still thinking about it........ like a pause to reflect on something ( like maybe on something amusing)!!( or pleasurable) mostly.

they try to make their questions seem longer than they actually are. and it wastes other peoples time, as they have to look past the dots.
