Broken seal for gas cap. How to fix?

The check engine light came on, and a diagnostic scan indicated a bad gas cap. Turns out it's the hard plastic sleeve that the gas cap gasket presses against. It has a good sized chip knocked out of it so there's no way for the gas cap to form a seal. How do you replace this part? Is there a special tool to remove it? (1998 Ford F-15)

    IS IT IN THE GAS CAP ITSELF OR THE PLASTIC MOLDING ON THE VEHICLE CAUSE I WOULD SAY GET NEW GAS CAP
