Where did you pursue your Bachelor's Degree? Because thing can make all the deference. Usually, regardless on your nationality, you would get accepted to many universities if your undergraduate GPA is above 3.0 (out of 4.0) and you pass the TOEFL, GRE, and/or any other required exam.

However, the problem for you (if you had got your BA from India) is that three-year-undergraduate-studies are not accepted in the places where you want to study, as far as I know.

I think that this is the biggest problem for most Indian students.

Still, I'd recommend you to visit the America/British embassies where you live and ask them about scholarship opportunites. Maybe you'll find some useful information there.

As a university student and frequent user of public transport in Melbourne, I have never seen anybody do anything or say anything to anyone for no reason, let alone Indians. Most people keep to themselves because they are so bored or too tired to pick on someone just because they can. If incidents like this were ever to occur, they would be more common after nightfall - as with all countries. Plus, if it was an issue, I'm sure the Australian media would have put their two cents worth in by now.
