If I cancel my cell service with Verizon (no contract), can I still use the phone for a prepaid calling card ?
The card may not be with Verizon. I just need the cheapest plan for my limited cell phone use. Any ideas on that?

For the cheapest prepaid with your cancelled Verizon phone, go to ebay.com and search for Page Plus Activation.

No, you couldn't.
Verizon prepaid is extensive, and it's not "pay as you go."
You'd have to get another phone and a prepaid plan with another service provider (NOT verizon) to lower your costs. Try tracfone, net10, etc.

I don't really understand your question, but here it goes anyway..
If you have an old postpaid phone that is now unactivated, you can turn it into an INpulse prepaid phone just by dialing *22888 and following the instructions.
