You could use the free trial version of Photoshop for 30 days from http://www.adobe.com/
For free software similar to Photoshop, use either:
- Gimp - www.gimp.org
- Gimpshop - gimpshopdotnet.blogspot.com
- Paint.Net - www.getpaint.net

Sometimes, earlier versions of popular software will turn up available on CD for free or highly reduced prices -- but you usually have to pay shipping at the least. This will occur when a software seller has had overstock on the item in question, and normally the software will come without any documentation.
Apart from that, it's unlikely that you would be able to get Photoshop free legally unless you know someone who has stopped using their copy and who is willing to remove it from their computer in order to transfer their license to you.

Just to clarify, Photoshop is NOT made by Microsoft. It's made by Adobe and the full version is not legally available for free. You can download a free trial version of Photoshop CS3 Extended (newest version) from their website at:

You can also likely find a pirated version online though a downloading client. Adobe has the right to prosecute for copyright infringement, but they often don't. It's your choice, and I'm by no means encouraging you to break the law...

Illegally, yes. You can download it from tons of torrents on the web. That would be illegal however and not advised.
Gimp is a free photoshop-like alternative if you want a good image-editing program for free.
