You have to have a 360 account. No choice on that if you want to use a personalized photo. I don't have one either so that's why I have an avatar.
Click on the words "My Profile" at the upper right hand side of the page; then, when it takes you there, click "Edit My Info."
There will be an option for "create your 360 account" or to use your avatar. Once you have a 360 account, you can load photos.
