    Get an a reference kit form a manufacturer to build a prototype unless you want to take the time and effort to design chipsets, firmware etc that will be cheaper to mass produce. The cost of production will depend on many units you order. Unless your order is huge it will be very costly be unit. Huge meaning thousands and thousands of units.
