Could be the cat food, but not likely. Especially since its been a couple of months. A rash resulting from the cat food would have started the first days that she ate it.
There are many reasons for a rash. You should check with your vet to determine which one your dog has. Rashes can result from everything from flea bites and mosquito bites to dry itchy skin that's been scratched raw to various mites that get under the skin. Assess where else she might have picked up a skin condition. Some dogs are suseptible to poison ivy too.
If the rash itches, you can give benedryl (see your vet for dosage requirements for your dog) to help alleviate the itch. Gold Bond medicated powder can help too. If its infected, use neosporin.

The only way to know would be to stop letting the dog eat cat food and see if the rash goes away. Cat food is not meant for dogs, that is why it is called cat food. It is not meant for the dogs digestive system. You need to stop letting the dog eat cat food now.

Why would you even let it eat cat food that long?
