use the eyedropper tool to match the color closest to the area that is affected, then use the brush tool with a very light spray to 'cover up' the spots. You can use alternating spray density and size of brush to create a more natural blend. Keep using the eyedropper to select the colors of her skin tone that way it will blend like it was never even there.

Start with the main image. Create an identical second layer.

Use the healing brush to get rid of most of the spots on the second layer, then make the new layer semi transparent, so the the 2 images are blended together. The photo will look more realistic.

The healing brush tool is the easiest way to do that. alt + click on a section of clear skin, then paint over the bad spots. Use a small brush, you only need one about the size of the spot you're trying to cover.

use an airbrush type paintbrush, set it to low opacity and flow, use the eyedropper to get the color of skin right beside the spot then paint over the spot.. or like the other person said use the stamp tool..

with the stamp tool, you have to zoom way in. the tool takes pigment from on part of the picture & stamps it onto another part. It is good for fixing blemishes

you have to be more specific on what type of Spots...how big and how many and such...but just off of what you are saying i would suggest using the blur tool to make the spot less noticeable...
