Gauge lights and taillights arent working on 2000 ford ranger?

a couple of weeks ago i was driving and my gauge lights just went out. my turn signals and other things on the dash that come from different areas work but the spedometer and gas gauge dont light up. also now my tail lights no longer work. brake lights do though. i have checked every fuse i can find and none are blown. can someone tell me what i should be looking for now to try and fix the problem

    Check fuse 11 in the battery junction box under the hood, it should be a 15A mini fuse, if it is good the problem is most likely the park lamp relay. The park lamp relay is also in the battery junction box.

    A bad ground wire between the engine and the chassis will do that.
