Try doing your own thing and post it on you tube. If it gets enough plays the networks may come to you. It's happened.

Yes, you could do that. You might have the money and you might strike it rich - but chances are not good for that becuase Networks don't look to independant submissions for thier new shows. They look for submissions from known production companies.
The production company has many people on staff who can tell what is good and what is not. Good here means what will sell to the networks.
Send your WGA registered scripts to the production companies and hope for the best.
