In TX, only a judge can authorize a juvenile record to be unsealed. We can't even divulge whether or not a person had a juvenile record or not.
Example, the DOD contacted my office about a young man trying to get a clearance in the military. Basically, I gave the "I can neither confirm nor deny this person had a juvenile record" statement.
