you can use virtual dub. or simply, in your media player try to increase brightness or contrast or both.
if you will use virtual dub to recompress it, then read the manual carrefully. not anyone can compress videos. you need to know what fps, keyframe, bitrate is. the manual from virtual dub will learn you everything you need if you are begginer in compressing videos. good luck.

Windows Movie Maker can lighten it and adjust the contrast too.
If you have Windows XP, you have Movie Maker.
It is really easy to use. Just look around until you understand it.
