You're thinking of "Over the Rainbow" by Israel Kamakawiwo'ole
But he didn't write it. It's a cover of the song from Wizard of Oz and the music was written by Harold Arlen and the lyrics were written by E.Y. Harburg.

The song is actually "somewhere over the rainbow" from the wizard of Oz. They used it in several commercials already, including a mercedes commercial a few years ago.Anyhow the name is israel kamakawiwo. Enjoy!
