Personally I do not agree with putting diapers on any dog.
It is natural for the dog to lick this area and keep herself clean. By putting diapers on the dog she is prevented from doing this.
You only need to confine the dog while she is on heat to either the kitchen or somewhere where there is a tiled, or easily washable floor, and keep it clean with a mop.
Most females clean up after themselves anyway.
If you don't want to put up with the inconvenience of putting up with this every 6 months the best thing would be to have her spayed in three months' time, inbetween seasons.

As others have mentioned, dogie diapers are readily available and is the best option for a dog who usually has full run of your place.
Keeping her in a pet-carrier (crate) all the time is punishing her for what is natural. I don't recommend this at all.
If she is used to sleeping in the same room as her owner, and then is suddenly confined to a bathroom/kitchen-she will whine, cry and scratch all night to be let out thinking she was forgotten. Even a small dog can do alot of damage and will be in trouble again for what she doesn't understand.
Diapers are the best solution for all of you until she is spayed. If a mate has been selected-keep a close watch on outside trips. Suitors will come from miles away and wait patiently for an opportunity to be THE DAD.
If you DO have her bred-the diapers will still be needed while she is in her cycle. They can and do have pups sired by different fathers in the same litter.

Crate her. Also, do not let her be unattended at any time. You can't just let her go outside to do her business for instance, someone needs to be watching her 24/7 until her cycle is complete. She will come into heat approx. every 6 months -- why doesn't your roommate want to spay her dog?
Crate = Kennel. Restrict the animals space.
Unless your roommate is a breeder and understands all the genetic/health testing, immunizations etc. that go along with becoming a reputable breeder - tell her to have her animal spayed. There are WAY too many unwanted animals in shelters as it is. Is your roommates dog a champion? Does she show the dog? *sigh*

What I usually do is get a baby gate and block my dog from getting in the living room and keep her in the kitchen where the floor is easy to clean. When I want her in the living room I get her diaper which you can purchase at petsmart or petco and you put a pad like a maxi pad inside just like you would yourself. The diapers are washable and plastic inside

My idea has always been put a diaper on her when she's in heat and cut out a small hole for her tail and see how that works

There are doggy diapers available for this purpose. You might want to check PetSmart, Petco or online at Petedge.com or Ebay.

Go to any large pet store and buy her some sanitary pants. Take the b itch with you so that you're sure to get the correct size.

you can buy diapers and keep one on the dog at all times. My friend did that to her Airedale terrier and it worked perfectly!

Keep her contained in a room that has a tile floor and mop often. thats about all you can do, or get a kennel and keep her in it.
