It's a public statement of intent.
Like a policy statement or a national address or a news release -- it's a way of making a public formal statement.
Every group -- corporation, executive agency, legislative body, non-profit association -- all make public statements, issued by who has authority to make such statements on their behalf.
And for any legislative body, that requires a vote so that the majority is speaking on behalf of that legislative body.

They do it in congress because it fools the constituents into thinking they're making progress.
