Not exactly, in the human sense. Rather, there is a continuous production of tears over the eyes to protect the eye membrane and excrete excess salt.

Sort of.
Sea turtles "cry" as a way of excreting excess salt. The anatomy and process of what they're doing isn't quite the same as what humans do, but when you look at them, they are indeed "crying". Not because they're sad, though, just because they are excreting saline solution.
