I have an error message when trying to start up "SimTower." "Cannot find win87em.dll." What do I do?

I think the game is made for a lower-level Windows operating system, but that hasn't been a problem for me in the past. I don't know what win87em.dll is and I've looked this up and no one else has the same problem. Please help.
