Its illegal for anyone else to open your mail- even their non existent dog. Firstly contact the credit card company and tell them your mail has been opened and you are worried that details from your card may have been accessed. Then tell your post office. It is a criminal offence so you could take it further if you think they may have taken your credit card details- you cannot be too sure anymore.
EDIT MMILBURN 2000 is WRONG- here in the UK anyway it is a criminal offence to open any mail that is NOT addressed to you. It is even considered an offence to open mail that belongs to another member of your household- and i know because we have just had a similar case with new tenants in our old address and i was advised by a lawyer to take action. What comes through your letter box is not automatically yours- just as if a ball comes into your garden- its not yours!

Call the Credit Card company and have them issue you a different number. Also let them know about the situation with your neighbor and the mail that has been open. Odds are that the credit card company can at least document your statement to your account, cant hurt...
I would INSIST on getting a different credit card number...
Then again i'm sure your neighbor obviously doesnt have your Social S.Number so you shouldn't be too worried...

Call your bank ASAP and get this card changed even though not active without you doing so or when it is due to start for all you know they may have taken down all your details and if they have trust me they can go on a spending spree on the net all they need are all your details off card.
Telephone post office or even better write a letter of complaint the postman is NOT allowed to deliver this to anyother address but yours!
PHONE BANK NOW or you may pay for a carabian cruise and god knows what else

It's illegal to open and read another persons mail, so in that respect you could make an issue out of it involving maybe the police and a solicitor, but I doubt it would do much good. The postmen/women make mistakes sometimes, they all do, he should have been more careful though, but if your neighbour opened your mail it's your neighbour who is at fault.

Contact Postwatch
They will help.
My usual postman is good at putting mail through the right letterbox, when he is off the others make a hash of it.
I got a £10 cheque for compensation when I asked Postwatch to take my complaint to Royal Mail. It is a waste of time to complain to Royal Mail yourself.

There is no recourse against that neighbor... as due to postal laws ... if the mail is delivered to you ... it is yours to do with what you want...
What you need to do however is to contact the PostMaster at you local post office and file a complaint... the Postmasters are usually very response to handle the misdelivery problem with the local carrier.... and of course they do not identify you to the carrier... they just tell the letter carrier that there was a complaint of misdelivered mail on your route... and that usually takes care of the problem as the carriers will then take more precaution to get the mail in the right boxes.. or risk further disciplanary action.

Call your local post office and put in a complaint. Also, regarding the neighbors it is illegal to open someone elses mail. You might want to check your statements to make sure nothing is getting charged although they do not usually put in the expiry date which is required on the statement. But I would maybe change my credit card number unless you trust your neighbors which I wouldn't if they are opening your mail. If this keeps up phone the bank and tell them not to mail your statements that you will pick them up. Bad, bad neighbors.

Don't activate the card and inform your credit card company to issue one with a different number.
Odds are, they couldn't activate your card. However, if you do, they have all the numbers they need to use it.
Chances are it's a honest mistake on the part of the postman, no need to make a federal case over it. As for your neighbor, if they could activate your card, use it, and were dishonest, you wouldn't have it in your hands.

Call the post office and put in a formal complaint and they will investigate.
Call the credit card company and explain what happened.
