my counsin changed my account from an administrative to a limited account

and i cant chage it back, because when i acces user accounts it sais I Explorer error

and then that windo becomes obsolite and frezzes.

    You can go under safe mode to change it. If it doesn't have a password on it. Is this your cousins computer? If so then they probably did that for a reason.

    try to run your pc in safe mode... when it starts press F8
