WHEN does this occur ? Is Windows actually loaded first? In which case it's probably some device needs a driver that isn't loaded and that failes to be installed.

If it's actually telling you WINDOWS is preparing to be installed EVERY TIME; then you have a aproblem, or a Windows CD stuck in a drive.

most likey you partly installed a program and didn't finish installing it. now everytime you restart computer it prompts you to finish install. some part of the program has installed something in your startup. msconfig your computer should fix problem - click on start - run - msconfig

msconfig window will come up. click on the startup tab on the far right. disable all - click on apply and close and reboot

    that should fix problem

if you get a pop from the lower-right hand side of your screen then it is your windows updates. i highly recommend for you to do so. it will updates all that needs from security to hotfixes. you should allow it from your properties in control panel. windows installer is a online installer for downloaded programs such as java, flash, etc.
