It is called virga. This will happen when there is a hydrolapse, or rapid decrease of moisture content of the air, in the lower levels of the atmosphere. Virga can be responsible for dry microbursts, especially in the southwestern United States. This is because the rain evaporates in the hydrolapse and therefore cools the dry air in the hydrolapse through evaporational cooling. Depending on the amount of virga, the dry hydrolapse air can very likely reach saturation and will achieve the wet bulb temperature. The wet bulb temperature will be much cooler than the surrounding air and the cooled air will sink rapidly and slam into the ground, spreading outward. This creates a dangerous situation for aircraft in the landing/takeoff phase of fight because they can easily lose significant amounts of lift and crash when flying through a microburst.

When rain evaporates before reaching the ground is called virga. It's caused by when the lower atmosphere is dry.
